Built on the former site of the imperial villa Muko Rikyu, this park features gardens and open spaces on a hill overlooking Osaka Bay. It opened in 1967 as Kobe Municipal Suma Rikyu Park and is now a relaxing place to enjoy seasonal flowers throughout the year.

In the Royal Rose Garden at the center of the park, Approx. 4,000 rose bushes of 300 varieties reach their peak twice a year, in spring and fall. The symmetrically designed garden, centered around a European-style fountain, is beautiful, and it is fun to stroll through the collection of varieties named after members of imperial and royal families, as well as artists. There are also an iris garden, camellia garden, plum grove, and peony garden, offering different seasonal highlights.

The park also has field athletics and a jumbo slide for children, making it popular with families. The restaurant, in a location overlooking the park, serves lunch and cafe menu items.
